Articles and Statutes of Africa Link Union

1.Africa Link Union (ALU)

is an international news media association, formed by CCTV News Content (CCTV+) of the People’s Republic of China and media organizations across Africa in 2016. Any party that has been approved to join the ALU shall be deemed as a Member of ALU and will enjoy the rights while performing the obligations provided herein.

ALU tells the story of Africa to the world!

In the context of media and technology convergence, ALU devotes itself in exploring how advanced technologies increase the competitiveness of the African news media; converging news content from China and Africa; developing the value of local news from Africa, and sharing stories of Africa with the world.

2.ALU Media Services

(1)News Content Aggregation

ALU will collect and display China and Africa news contents provided by its Members at anytime and anywhere. With these aggregated content, ALU promotes the collective interests of its Members and offers the opportunities for regional and international co-operation between ALU Members and over 1,600 international TV channels.

(2)Africa News Content Distribution

ALU offers its Members with access to upload local news stories through CCTV+ Africa Link transmission system and on to CCTV+’s Global Distribution System (GDS); spreading the voice of Africa countries across the world.

(3)Access to China Film and Television Content

ALU offers its Members with Chinese film and television contents at a special membership charging rate, while some selected contents will be offered free of charge.

(4)Training & Development

ALU organizes regular seminars and workshops every year, discussing news coverage; program production; application of advanced technologies; development trends of media, copyright and business models. In addition, annual ALU Awards will also be presented to outstanding Africa news contents and programs.

3.ALU Member support

(1) ALU shall make every effort to collect and display China and Africa news contents provided by its Members, and distribute Member’s content. Member accepts that in case of circumstances beyond CCTV+ control, including timing and other limitations, some content may not be deliverable.
(2) CCTV+ may excerpt and edit Member’s content for distribution on Africa Link transmission system and CCTV+’s Global Distribution System (GDS) and credits Member as source of the Content.
(3) CCTV+ shall ask its GDS’s customers to carry out and abide by the same obligations and restrictions, including but not limited to authorized region, period and terms of usage. In the case that CCTV+’s customer fails to meet any of the obligations or comply with any of the restrictions published by ALU Members, CCTV+ will assist Member in following up with the customer to seek for remedy.

4.Membership

Any party that intends to possess the Membership of ALU shall sign the Africa Link “News Material Licensing Agreement” and “AL_ADDENDUM” with CCTV+ as a prior procedure and then sign the “AFRICA LINK UNION MEMBERSHIP STATEMENT” entered among ALU Members and CCTV+ to have itself registered as a Member of ALU.
(1) Member shall understand and agree to abide by this Articles and Statutes of Africa Link Union upon signing the “AFRICA LINK UNION MEMBERSHIP STATEMENT”.
(2) Member has the right to access ALU Media Services (Article 2).
(3) Member shall be obliged to share and provide its news content to promote news communication among ALU Members.
(4) ALU’s Member hereby grants a licence to CCTV+ to distribute its news content to CCTV+ Video News customers around the world via CCTV+’s Global Distribution System (GDS) and Africa Link transmission system.
(5) Member shall own or clear the copyright of all Africa news contents delivered to ALU and CCTV+. Member shall also hold CCTV+ harmless if there is any claim of infringement of intellectual property including without limitation to copy rights, privacy protection or damage of reputation raised by any third party related to CCTV+’s distribution of Member’s contents.
(6) ALU’s Member warrants and represents and undertakes that the materials provided to ALU and CCTV+ for distribution shall not be defamatory, obscene or damage the reputation or integrity of ALU and CCTV+ and/or other Members.
(7) CCTV+ is authorized to use Member’s LOGO and information for the promotion of ALU and the Member.
(8) Member should support and take an active part in activities of ALU.
5. If Member secedes from ALU for its own reasons, it shall submit a written statement to the ALU.
6. This Articles and Statutes of Africa Link Union can be amended and replenished after mutual agreement through negotiation for matters not covered herein.
7. The right of final interpretation of Articles of Africa Link Union belongs to CCTV+.
